摘要：The experience of leading countries in the implementation of energy-saving systems was analyzed. The factors that led to the high level of energy consumption in the economy of Ukraine were studied. In particular,the dynamics of electricity consumption in Ukraine before and during the crisis period was considered. The dynamics of world energy consumption was analyzed. Applying the method of analysis of hierarchies by T.Saaty was found out which innovative resource saving systems have the priority for implementation on Ukrainian real estate market. Five alternative resource saving systems were compared according to five groups of criteria. The creation of the hierarchy of factors has been provided in accordance with the measurements of sustainable development. The procedure of expert survey for identifying the priority among resource saving systems was improved. The necessity of implementing energy-saving technologies based on a combination of non-renewable and renewable energy sources was proved. The determinants of energy efficiency of Ukraine were determined. The key points of the program of enhancing the energy efficiency of Ukraine were formulated.
