摘要：The article deals with the main problems the management of public enterprises in Ukraine. Much attention is paid to the legal activities of the state enterprises,such enterprises plan and its regulations. Attention is focused on the increasing role of social and organizational component of the efficiency of public enterprises. Investigated the importance of enhancing the role of indicative planning,and describes the main approaches to its implementation at various levels of government. The expediency of introducing structural and strategic form of indicative planning. Structural and strategic approach to planning is adaptive because it provides matching target orientation capacity of undertakings and future changes in the environment. The use of indicative planning in the form of the strategic plan at the corporate level will target the whole organization on modeling its future activities and the development of relevant programs and plans to target separate units for general corporate interests,provide for a system of motivation and ensure the implementation of the new ideology of the corporation.
