摘要：The research is devoted to the substantiation of instruments and measures to overcome the structural imbalances of foreign trade as an important component of improving the effectiveness of state regulation of structural changes in the national economy. On the basis of the analysis of the indicators of the volume and structure of Ukraine's exports,it is determined that foreign trade is characterized by preserving the imbalance between low and high-tech products,the predominance of the raw material component,and the slow pace of reorientation to new promising markets. Theoretical and methodological basis of the research are the scientific works of the leading Ukrainian scientists in the field of state regulation and structural policy. The solution of scientific tasks was carried out using the following research methods: analysis and synthesis;methods of comparison and generalization;systemic and complex method. It is substantiated that due to structural reforms that are taking place in modern conditions,Ukraine has the opportunity to reorient the export of high-tech products,to increase its competitive position in the world,first of all,in the European market,and to provide conditions for the formation of networks of growth,obtaining a synergistic effect in the context of regional,territorial and other constituent structures of the national economy. The instruments for achieving such an effect are proposed,among which the main ones are financial-economic, structural-organizational,consulting and informational. It has been revealed that a significant role in intensifying the implementation of structural shifts in foreign trade should be given to targeting policies.
