摘要：The enterprises’ functioning of in the current conditions of sufficient quantity lack of own energy carriers,a large share of imported primary energy resources,the general country’ economic instability,business complexity,insufficient volume of investments in own energy reserves extraction and oil transportation networks modernization,increased state regulation of the oil refining industry,and energy dependence of the Ukrainian economy strengthens the role of ensuring their economic security. In this scientific article it was analyzed the dynamics of development of the fuel and energy complex of Ukraine and the dynamics the Ukrainian fuel and energy complex development,it was revealed the main tendencies of the external environment of the national oil refining enterprise functioning,it was determined their impact on economic security. It was determined that the enterprises functioning takes place in the macro environment,which since 2014 characterized by GDP decreasing,the inflation and the exchange rate increasing of 2.6 times and declining trends in industrial production. For 2012-2017,the negative foreign trade balance of Ukraine significantly deteriorated,which in 2017 amounted to -7.9 billion dollars. This tendency caused an increasing of the volume of foreign currency funds borrowing to balance the budget deficit of the national economy. It was researched the foreign trade sector that showed a significant dependence of the oil refining enterprises economic security from raw materials imports,which accounts for 82.5% of consumption,with almost the entire volume being provided by non-diversified supplies. The analysis made it possible to distinguish the threats of the oil refining enterprises macro-environment:the instability of the national economic state which provoked a decrease in purchasing power and level of petroleum products consumption;decrease in volume of capital investments in the refined products production;the growing dependence of production on imported raw materials,and the market - on foreign oil products;reducing the difference between the average prices of light and dark petroleum products in the domestic market.
