摘要：The efficient promotion of environment management involves the satisfaction of the following conditions: the existence of a proper legislation, the establishment of authorizations and licenses, the elaboration of environment standards, the operationalization of the legal framework in due time. The components of the ecological, environmental systems operating under the terms of an overspecialization, develop strong interdependece relationships, which results in a higher level of the sequential analysis costs than integrating costs.
