摘要：During production and consumption of goods,economic entities emit gases into the atmosphere that create a greenhouse effect,which is harmful to the environment. The result is inefficiency,and for its elimination state intervention is a necessity. One of the ways in which a country can achieve the reduction of Greenhouse gasses emissions is through the introduction of a system of transferable permits. A disadvantage of this system is the difficulty to determine the optimal level at which the limit is set for the total amount of allowable emissions. However,within a level that is determined,it is possible to achieve efficient allocation of rights to pollute.
