  • 摘要:The Structure and Quality of the Human Factor within the Development Regions of Romania. In 2000,8.4% of Romania`s population had higher education,77.4 % medium education and 14.3% primary education. The obvious increase of the population with higher studies,as a result of the establishment of numerous state and private universities,lead to spectacular leaps within this last decade. Meanwhile,there was also a significant increase in the population with medium studies (77.4%),exceeding the European Union average (70%),a trend that will continue in the following years. The decrease of the population with primary studies is caused by the dramatic decrease in the population of school age,within the greater context of the general demographic decline of Romania. One must notice that,at the level of development regions,the former economic system,the economic and cultural legacy generated significant regional availabilities,with an excessive polarisation of the development factor by the Bucureşti-Ilfov region. Likewise,the regional development centres,which are mainly second tier cities in the national hierarchy (Cluj-Napoca,Iaşi,Braşov,Craiova,Timişoara,Galaţi and Constanţa),sustain and concentrate a population with a high degree of education and with an enhanced ability to innovate,but well below the advanced states. The „brain-drain” phenomenon,within this category of population,has reached alarming levels.
