摘要：In planning economic zones,appropriate flexible planning conditions need to be provided for,in addition to contemporary production,administrative and investment operating conditions. These planning conditions should enable the maximally unhindered accommodation of structures,in accordance with the known or changeable operating needs of individual economic actors. In practice,the production of spatial implementation acts in the past decade has adopted the principle of forming so-called development areas,which are surfaces where industrial structures can be accommodated under extremely liberal conditions. In most cases the latter merely provide the observance of a mandatory building line and permissible heights of envisaged structures. Forming development areas is an alternative to the classic,(for investors,(too) rigid) provisions of building plans (later on Municipal location plans – MLP and actual Municipal detailed spatial plans – MDSP),which provide in principle the precise project conditions for particular structures. This trend in planning deregulation was additionally stimulated by the fact that the adaptation and remodelling of existing SIAs involves lengthy,administratively and financially demanding procedures,which in Slovenia are also made difficult because of permanently changing spatial legislation. In this context,the issue of overly vague regulative instruments within vast areas of economic zones is being posed,as it may also result in undesired effects on space. Because of their size,the visual impact of their edge facades and a vast array of internal activities,economic zones are not negligible entities and need to be appropriately integrated into a given spatial situation.
