摘要：The article presents the essence of the general model of creation,functioning and elaboration of the system of water surface situation monitoring under various conditions. The composition of the general model has been proposed;the main components of the model are: the purpose and functions of this system;its structure;groups of factors that influence its effectiveness (1 - those determining the necessity and expediency of the system,2 – the ones that ensure its functioning,and 3 - the factors limiting its capabilities);scientific and methodical apparatus for evaluating the effectiveness (within the criteria and constraint system). In particular,with the help of restrictions,compliance with the requirements regarding the functional suitability,sufficiency and stability of the water surface situation monitoring system functioning has been ensured,which enables elaboration of a rational list of indicators that ensure the given efficiency of creation,operation and development of the system under various conditions. Introduction of the model proposed in the article will contribute to improving of the efficiency of the water surface monitoring system,which is especially relevant in the framework of the State Border Guard Service of Ukraine Development Strategy implementation.
