摘要：By the end of 2009,Poland has to comply with the Common Agricultural Policy (CAP) reform which has already been followed by some of UE countries,since 2005 or 2006. The objective of this reform is to achieve sustainable management of natural resources. Many rules were proposed to farmers who have to obey them (voluntarily sometimes,as some of them are not obligatory). Subsidies are granted on condition that certain,sometimes very strict,regulations and guidelines are met. The system of subsidies is therefore closely linked with the system of supervision. The rules and guidelines mentioned above,have quite general definition on the UE level,due to the occurrence of significant differences between the agricultural policies of individual EU members. The set of specific rules could change from one year to another,depending on the needs of the Member States. In Poland,only rapid field visit (RFV) is used to control direct payments. The crop type,its quality and area,use of fertilizers,ban on meadows and stubbles burning,soil protection against erosion and maintenance of organic matter levels are controlled. The aim of control process is closely related to commitments undertaken by farmers. However,there is a significant use of remote sensing and GIS technology to CAP control process in many UE members,and it allows to reduce the scope of RFV (time-consuming and expensive),and to accomplish the control using satellite and aerial images and GIS. A new methodology is studied which rely on satellite/aerial images processing to control the issues already defined and controlled on the spot. The present paper provides a feasibility study of automated control methodology for one of cross-compliance requirements: issue 1 - “Soil erosion”,the standard “Minimum level of maintenance” concerning the avoidance of ploughing (and crop rows preservation) in the same direction than slope in erosion sensitive areas.
