摘要：It is possible to mention that the concept of “inter-regional (cross-border) cooperation” has firstly emerged from interferences of European Council and then integration of Europe. Till 1990s,restructuring of European Union has shown an evolution as a process determined by the level of national state. However,regions that have taken a specific interest from domination in national state structure have reacted to this and have demanded to be included into this integration process. Hence,this has involved a struggle. Through this perspective,it can be said that the concept of inter-regional cooperation has been developed by the regions and inter-regional cross-border cooperation can be considered as a sub-species of inter-regional cooperation. This cooperation also supports interregional cross-border relation order to reach the level of peer development in EU member and candidate countries. This study is an introduction study about cross-border cooperation.
