摘要：It is obvious that state and public governments have toppled into a severe crisis in fulfilling their responsibilities especially in the last a few decades and this crisis has become noticeable in both developed and developing (emerging) countries. Under this circumstance,a restructuring in state and public governments is necessitated. The theoretical fundamentals of this restructuring as downsizing in state governments and officiating in a multi-actor environment (governance) etc. are conceptualized as “New Public Management”. It can be said that this concept is hugged in Turkey and some forensic arrangements have been made. However,it can also be commented that these efforts have not been considered as sufficient and satisfactory.
