摘要：Research programs developed within the European Union encourage the creation of partnerships to ensure competitiveness.At the same time,the industry policy in the European Union sets as a goal increasing producer’s flexibility.The producers create both investment and consumer goods,but also knowledge.The research policy represents a part of the industry policy and promotes: o minimizing research efforts; o creating top-range knowledge.
