摘要：La evolución del Estado a través de la historia tiene huellas imborrables de miseria y explotación, salpicada muchas veces con sangre y empobrecimiento arraigado de la mayoría por el mal uso del poder, epistemológicamente se justifica con el análisis y el criterio de pensadores socialistas y capitalistas, quienes hacen oposición a este monstruo que con el tiempo fue creciendo y se vuelve imparable, se cree que la educación universitaria, sería un mecanismo propio para comprometer a los nuevos profesionales que tendrán el manejo de la cosa pública, con actitud humanista sean quienes realmente aporten con nuevo conocimiento capaz de hacer del Estado una fuerza que combatan la miseria y el caos, mediante una adecuada práctica de valores éticos y morales.
其他摘要：The evolution of the State through history has indelible marks of misery and exploitation, often splashed with blood and impoverishment rooted in the majority by the misuse of power, epistemologically justified by the analysis and criteria of socialist thinkers and Capitalists, who oppose this monster that grew over time and becomes unstoppable, it is believed that university education would be a mechanism to engage the new professionals who will manage public affairs, with a humanist attitude really contribute with new knowledge capable of making the State a force that fight misery and chaos, through an adequate practice of ethical and moral values.
