摘要：Análise do ambiente de negociações internacionais relativas ao comércio, o texto apresenta algumas contribuições para o debate do tema. O trabalho é resultado de pesquisa no âmbito do Mestrado em Direito Econômico Internacional e Tributário da UCB, e investiga se o comércio internacional é um jogo de soma zero, e como irá reagir com a pandemia do coronavírus. De natureza qualitativa, a partir deste questionamento, faz-se um breve comentário a respeito das negociações na história. Para se alcançar tal objetivo, examinar-se-á o comércio internacional e a teoria dos jogos, explicitando os jogos repetidos e suas implicações na escolha das estratégias dos jogadores (Estados). Analisar-se-á, então, qual seria a motivação dos jogadores para negociarem de modo cooperativo ou competitivo. Como resultado, os Estados irão pactuar, tendo como premissa básica a obtenção do melhor retorno e, dependendo de incentivos futuros, podem mudar de estratégia e jogar cooperativamente.
其他摘要：Analysis of the international trade negotiations, the text presents some contributions to the debate on the topic. The paper results from an academic research at the Master’s Degree in Internacional Economic and Tributary Law at UCB, and investigates whether international trade is a zero-sum game, and how it will react to the coronavirus pandemic. Qualitative in nature, based on this questioning, a brief comment is made on the negotiations in history. To achieve this goal, international trade and game theory will be examined, explaining the repeated games and their implications in the choice of the players' strategies (States). It will be analyzed, then, what would be the motivation of the players to negotiate in a cooperative or competitive way. As a result, States will agree, with the basic premise of obtaining the best return and, depending on future incentives, they can change their strategy and play cooperatively.
