摘要:Although the river floodplains cover only 2.5 % of the area of the Czech Republic, their function is irreplaceable. For example they represent an underground water storage for inhabitants as well as saturation of river systems in the period of precipitation deficit, they supply the floodplain soils by the highest production potential etc. In spite of this fact these functions are permanently eliminated by river regulations and decrease of underground water level. Protection of natural and nature-close ecosystems against floods is not necessary, because they are completely adapted also to the greatest floods. Existence of full-valued floodplain forests is determined by regular floods. Flood damages in the alluvia can be included into the category of economic damage, crop damage (in modified ecosystems), and livestock farming damage. Flood control measures are not concentrated against floods as a phenomenon, but they are focused on protection of the property and life of people. Most frequently it is the case of technical measures; "ecological” proposals of solution are obviously less acceptable, because they include the gradual enlargement of continuous inundable parts of alluvia what leads to proposals to situate certain constructions in the area.
