摘要：The purpose of this study is to analyze some factors that influence the inhibition of local communities in the development of tourism in the White Sand of Parbaba, Indonesia. The type of research is an empirical juridical method. It was conducted in Huta Bolon Village, Pangururan Subdistrict, Samosir Regency, North Sumatera Province, Indonesia. The research sample was collected using the technique of Stratified Random Sampling. The findings of this research, it can be concluded that the community of Huta Bolon Village, Pangururan Subdistrict, Samosir Regency still lack tourism awareness. This is evidenced by the findings in which garbage scatters along the beach, and poultry and cattle roam around the beach.
