摘要：O artigo tem como fio condutor a história da cidadania na cidade de Brasília (Distrito Federal, Brasil), a partir do componente cívico que são laços de identidade do habitante das regiões administrativas, e do componente territorial, que é o espaço que o cidadão em suas demandas necessita em uma democracia aberta e inclusiva. Metodologicamente, ao se trabalhar com pesquisa documental, centraliza-se na teoria de Milton Santos acerca do componente cívico-territorial. O trabalho concluiu que o movimento pendular da região central às regiões periféricas — Plano Piloto-Região Administrativa (RA) — gera uma ausência de pertencimento e a sensação de exclusão. Nesse contexto, a população não se apercebe enquanto residente de uma RA, por não ter construído um espírito cidadão na região em que habita.
其他摘要：The article has as its guiding thread the history of citizenship in the city of Brasília (Federal District), taking into consideration the civic component, the ties of identity inserted into the lives of the inhabitants of the administrative regions. Methodologically it is a documental research, where the main theory is focused on Milton Santos’s civic-territorial analysis. The article considers that the pendulum movement from the central region to the peripheral regions: Plano Piloto - RA (Administrative Region) generates an absence of belonging to the city and exclusion, the population does not perceive itself as resident of RA because they did not develop a spirit of citizenship in the region where they live.
