摘要:The text presents considerations about fund policy in the financing of basic education. Takes as parameter the perspective of the right to quality public education and the strengthening of this project. It was developed based on the question of whether the fund policy - basic education financing strategy - made it possible to strengthen the public education project. To this end, it chose as an indicator of analysis the movement of enrollments in basic education, from 1996 to 2019. It was found that the redistribution of resources produced different dynamics in the attendance to enrollments between the teaching stages, with the retraction of public attendance and the advance of the private one, resulting from the limits in the formatting of the fund in the financing capacity of the municipal networks.
