摘要:We analyzed the structure of the Basic Education financing policy in the context of the federative organization of the Brazilian State, from its foundation to the promulgation of the 1988 Federal Constitution. The analysis was qualitative. We concluded that economically strong states had greater bargaining power compared to those with fewer resources, deepening regional inequalities, culminating in the 1980s/1990s in government policies organized around the regulation of “democratic rationality”, with dispersion of resources, financial rationality and reduction public spending and state size.
