摘要：O sistema brasileiro de educação escolar básica é composto pelos municípios, estados e Distrito Federal. A esse respeito, a Constituição brasileira estabeleceu que os entes da Federação devem organizar seus sistemas de ensino em regime de colaboração. Introduzido em 1988, esse termo é utilizado com frequência na legislação brasileira. Assim, pergunta-se: como relações federativas e intergovernamentais construíram, na área educacional, o modus operandi do sistema tripartite brasileiro a partir do regime de colaboração? Como hipótese, considera-se que o termo está associado a instrumentos de políticas públicas direcionados para um federalismo centralizado. A investigação apresenta a redefinição das competências e funções políticas, mediante emendas constitucionais e legislação federal, para reorganizar o federalismo tripartite na área educacional e os significados e funções atribuídos ao termo “regime de colaboração” nessa legislação. Ademais, dialogou-se com estudos do federalismo brasileiro, realizado por autores como Marta Arretche e Celina Souza.
其他摘要：The Brazilian system of basic school education is composed of the municipalities, states, and the Federal District. The Brazilian Constitution established for the entities of the federation the organization of their education systems in a collaborative regime. Introduced in 1988, this term is now frequently used in Brazilian legislation. The question is: how did federative and intergovernmental relations build, in the educational area, the modus operandi of the Brazilian tripartite system from the collaborative regime? As a hypothesis, the term is associated with public policy instruments directed towards a centralized federalism. This investigation presents how competencies and political functions were redefined, through constitutional amendments and federal legislation, to reorganize tripartite federalism in the educational area. It investigated the meanings and functions attributed to the term “collaboration regime” in that legislation. Furthermore, a dialog was established with studies on Brazilian federalism by authors such as Marta Arretche and Celina Souza.
