摘要：This paper aims to analyze Performance-oriented transfers or output-based transfers. The theoretical framework used is Anwar Shah. We defend that these transfers are part of the modern institutional economy — in which governments relate to each other according to the principles of the New Public Management. Performance-oriented transfers link funding to the performance of local government in service delivery. These transfers place conditions on the results to be achieved, while offering total flexibility in the design of programs and associated spending levels to achieve these objectives. Through the inductive reasoning, we seek to find models of such transfers in the Brazilian legal system. After exposing some nationaland foreign applications of this finance technique, we address issues such as cooperation and federative autonomy.
