摘要：The process of estimation of the operation environment and recognition of the air enemy’s course of action (CoA) as a key problem and vulnerable point of decision-making process for air defence (AD) part (unit) commander over the Ukrainian national experience and NATO Military Decision-Making Process (MDMP) procedures is considered. The necessity of the creating an improved estimating methodology of the operation environment evaluation and the recognition of the air enemy’s course of action with taking into account changes of the importance of objects and critical assets of the echelon above corps for the decision making process by AD part (unit) commander is proved. The proposed methodology based on the iterative procedure and gathers mathematical tools of the theory of fuzzy sets, the game theory and the pattern recognition techniques. The methodology’s procedure includes the evaluations of the air enemy intent of operation according to one, the enemy CoA and set of objectives and critical assets on the operational level and sets of objectives and critical assets on the tactical level of air operation are determined. The ratio of mean values of magnitudes of losses of opposing parties is taken as an indicator of the efficiency to create of the efficiency matrix for opponents. The proposed methodology taking into account enemy coordination and liaison measures for defined levels of the battle management and given the importance of battle tasks. Proposed methodology allows a determination of the requirements for workplaces software for existent and future command posts and control centers of AD cell of the echelon above corps, AD parts and units. The methodology is efficient for organization of planning coordination and control of AD system according to NATO MDMP standards.
其他摘要：Розглянуто оцінювання обстановки та розпізнавання замислу дій повітряного противника, як ключове завдання в процесі прийняття рішення командиром частини (підрозділу) протиповітряної оборони відповідно до національної практики та за процедурами Military Decision-Making Process (MDMP). Доведено необхідність створення методики оцінювання обстановки та розпізнавання замислу дій противника яка враховує зміни ступеню важливості об’єктів прикриття оперативного угрупування військ (ОУВ) для застосування у відповідних кроках процесу MDMP. Запропонована методика ґрунтується на ітераційних процедурах та математичному апараті теорії нечітких множин та теорії ігор. Використання методики дозволяє визначити вимоги до робочих місць існуючих та перспективних командних пунктів оперативного угруповання військ для організації планування та управління протиповітряною обороною за стандартами НАТО.
