摘要：Unexpected public emergency events have occurred frequently in recent years. How to deal with these events quickly and efficiently has become an important issue. First, the paper describes the importance of information in scene management of unexpected public emergency events, then points out the weaknesses and shortcomings of current emergency plans. After that a model of virtual information center for unexpected public emergency events is proposed. Finally, the paper describes how to build a virtual information center for assisting emergency work by a case.
