Council to discuss improvement

With the 2000 operating budget adopted, the Topeka City Council will turn its attention this week to the long-range capital improvements plan.

That plan is in two parts. The part most likely to be adopted this week is the capital budget for 2000, listing what major construction projects and equipment purchases will be made in the year 2000.

The other part is the capital improvement plan for the years 2001- 2005. It is a longer range look at the projects and equipment purchases the city expects, at this point, to make in each coming year.

The council will discuss the entire program in its work session at 5:30 p.m. Tuesday in the Petro Room on the lower level of the Topeka Performing Arts Center. Then both the 2000 and the 2001-2005 documents are on the agenda for the 7 p.m. action meeting of the council. That meeting will be in the city council chamber, 214 S.E. 8th.

The only other substantive issue on the 7 p.m. agenda is a request for a conditional use permit for a parking lot south of S.W. 6th and Clay.

Both meetings will be open to the public. The 7 p.m. meeting will be carried live on cable channel 4 in Topeka. Replays later in the week are tentative because of difficulties with the city's television equipment.

The agenda for the 7 p.m. meeting is:n Resolution adopting the 2000 capital budget.

- Communication concerning the 2001-2005 capital improvement plan.

- Resolution approving a conditional use permit for a parking lot south of S.W. 6th andClay.

- First reading of an ordinance relating to liquid waste haulers.

- First reading of an ordinance relating to surface water and ground water.
