Dorer and Shenk Receive Top 1983 Honors at Bank Board's Annual Awards Ceremony
On December 16, 1983, the Bank Board held its twelfth annual awards ceremony in its amphitheater. Francis M. (Frank) Dorer, deputy director of the Office of Examinations and Supervision for field operations, received the Distinguished Service Award for 1983. Debbie Shenk, secretary to the director of the Administration Office, received the 1983 Secretary of the Year award.
Mr. Dorer began his 35-year federal service career with the Office of Examinations and Supervision as a field examiner. In his current position, he supervises 900 examiner professionals across the country, and has the lead responsibility of working with the states on examinations. Mr. Dorer was cited for his outstanding contributions to the Bank Board and the thrift industry. During his presentation remarks, Chairman Edwin J. Gray stated that normally only one nomination per person for the Distinguished Service Award is received. However, the Chairman said five letters nominating Mr. Dorer for the award were received this year. The Chairman lauded Mr. Dorer for his many contributions to the Board and the industry, and for his expertise.
Responding to Chairman Gray's remarks, Mr. Dorer stated that he was "moved and deeply appreciative to have been so honored. It [work and contributions to the agency's mission] is something others have done; I am not the only one deserving this award, but I am greatly honored by it.'
In announcing the Secretary of the Year award, Mrs. Shannon Fairbanks, executive staff director, said there are three main criteria applied in the selection of the Secretary of the Year. They are (1) loyalty and dedication, (2) professionalism, and (3) strength of spirit. She said that Ms. Shenk possessed all requisite attributes, and that she was the lead agency secretary in defining what was required in new word processing equipment for the agency.
Both Chairman Gray and Board Member Hovde stated that agency personnel are "a family, a team, as well as a dedicated and competent organization of men and women working above and beyond the call of duty to meet the goals and requirements of the agency and the public, which it serves.'
Doris H. McGhee, director of the Personnel Management Office, stated that all award recipients were receiving the "recognition they so richly deserve.'
She state that the twelve employees being recognized with having accumulated 2,000 hours of sick leave "exemplify dependability.' Mrs. McGhee praised employees for their participation in the Combined Federal Campaign, stating that the Federal Savings and Loan Insurance Corporation had had 100 percent participation. She stated the blood donor program was more successful in 1983 than any other year, and recognized the many donors.
Mrs. McGhee recognized, and Board Member Hovde presented awards to, 29 employees with 10 years' service; 14 with 20 years' service; and three with 30 years' service; and one with 40 years of federal service.
The 30-year recipients are T. J. Sanders of the Secretariat; Ronald L. Leisey of the Information Systems Division of the Administration Office; and Gene L. Hall of the Federal Savings and Loan Insurance Corporation.
The recipient of the special 40-year service award was Billy B. Wharton of the Information Systems Division of the Administration Office. Chairman Gray and Board Member Hovde presented Mr. Wharton with a Pulsar wristwatch.
In her closing remarks, Mrs. McGhee recognized six employees who will be retiring in the near future. They are: Marge Culpepper, Personnel Management Office; Bob Blount, Administration Office; Ed Chamberlaine and Bob Blane, both of the Federal Savings and Loan Insurance Corporation; John Heffernan, Office of General Counsel; and Annie Thomas, Office of Examinations and Supervision.
Also, Mrs. McGhee expressed "special thanks' to her staff, especially Glenda Wallace and Kathy Thomas, for their work on the awards ceremony; to the Print Shop; and to Mary Jo Campbell and Jeff Sconyers of the Office of Communications for their designing and writing the program.
A reception honoring awards recipients immediately followed the ceremony.
