Gilbert F Decker
GILBERT F. DECKER became the Assistant Secretary of the Army for Research, Development and Acquisition in April 1994. He graduated from Johns Hopkins University in 1958 with a degree in electrical engineering and a commission in the Army as an Armor second lieutenant. He subsequently attended flight school and served on active duty as an Army aviator until 1964. He retained his commission and remained active in the Army Reserve until 1988, retiring as a colonel. Mr. Decker attended Stanford University after leaving active service and earned a master of science degree in operations research in 1966. From then until 1982, he was employed by ESL Inc., and he became president of that firm in 1977. He subsequently headed the new ventures department of TRW, and served as president and chief executive officer of Penn Central Federal Systems Co. and Acurex Corp.
He also served on the Army Science Board from 1983 to 1989 and chaired that board from 1987 to 1989. As the Assistant Secretary of the Army for Research, Development and Acquisition, Mr. Decker has served as the Army Acquisition Executive, the Senior Procurement Executive, the Science Advisor to the Secretary, and the senior research and development official for the Department of the Army.
