Positive attitudes are a total of the percentages responding to the choices "Our needs are growing rapidly, we continue to invest heavily in hardware, software, and services"; "We have about enough hardware horsepower, we now are investing mostly in software and services"; or "Most of our software is in place, but we need to increase our hardware capacities." Negative attitudes are a total of the percentages responding to the choices "Our IS environment is basically stable and we don't anticipate major growth in hardware, software or services" or Our IS environment is contracting. Spending will be flat to down in subsequent years."
