new FCAs, The

Folka, Deborah

The Institute of Chartered Accountants of British Columbia this year honoured nine members with Fellowship. Members are nominated by peers and elected to Fellowship by Council for outstanding contributions to the Chartered Accountancy profession, to the community, and to the Institute.

The newly elected Fellows are:

* Frank Barr, FCA, of the Office of the Auditor General of BC

* Craig Bushel, FCA, PricewaterhouseCoopers LLP in Vancouver

* Michael G. Francis, FCA, BC Ferry Corp.

* Derek J. Fryer, FCA, KPMG LLP in Chilliwack

* Barry Mottershead, FCA, and Richard Rees, FCA, Institute of CAs of BC

* R. L (Dick) Richards, FCA, Colliers Macaulay Nicolls Inc.

* John Smiley, FCA, Wolrige Mahon, Chartered Accountants

* Fred Yada, FCA, Ernst & Young LLP in Vancouver.

FRANK BARR, FCA

Born in Cheltenham, England, Frank Barr, FCA, became a chartered accountant in the UK in 1966. He became a member of the BC Institute in 1970. Currently Assistant Auditor General in the Office of the Auditor General of BC, Barr worked at Eaton's and Crown Zellerbach Canada before joining the OAG in 1978.

Barr's list of professional service is extensive, both nationally and provincially. He has been a member of the ICABC Council since 1997 and is currently second vice president. He has been on the Institute's Executive Committee since 1998, and chaired the Practice Review and Licencing Committee in 1998-99. He also served as a member of the Institute's Regulatory Policy Committee, the Budget Review Panel, the Government Organizations Accounting and Auditing Committee, and the Board of Examiners for the School of Chartered Accountancy. At the Canadian Institute of Chartered Accountants, Barr is chair of the Public Sector Accounting Board Employee Benefits Task Force and served on the Board's Government Organizations Task Force, as well as the Accounting Standards Board Not-- for-Profit Organizations Advisory Committee.

He has been active in his community as well, serving as coach and manager of Bays United Soccer Association from 1979 to 1991, as treasurer of the Vancouver Neurological Centre Board, and as a member of the Kerrisdale Kiwanis Club.

"It is a tremendous compliment to be nominated for my FCA," Barr says. "I am very pleased to be recognized by the profession and somewhat awed, too."

CRAIG BUSHELL, FCA

Craig Bushell, FCA, is a senior vice president and senior partner of the Financial Advisory Services Group of PricewaterhouseCoopers LLP in Vancouver. He is a native of Vancouver and a 1974 commerce graduate of the University of BC. He articled with Deloitte Haskins & Sells, Chartered Accountants (now Deloitte & Touche) and became a CA in 1976. A friend from university Gary Powroznik, FCA - now managing partner of the PwC office in Vancouver - suggested that Bushell might want to think about joining a rapidly-growing bankruptcy and insolvency practice at the then Coopers & Lybrand office. "I said I'd try it out," Bushell recalls. "That was 23 years ago.

Bushell's work in insolvency has led him to become one of the country's leading experts in the area. His expertise has led to his involvement at the federal and provincial level with governments and organizations such as the Canadian Insolvency Practitioners Association. He was one of the founders of the organization that pre-dated the BC Insolvency Practitioners Association and served on the Council and as president of the organization in 1989. He was responsible for co-authoring the association's bylaws and regulations for the original organization and the rules of discipline for the national organization. Bushell later made sure that the discipline requirements were aligned with those of the CICA and ICABC. He also initiated a number of significant changes to the law and rules governing insolvency matters through his work with the federal Joint Committee on Bankruptcy.

Last August, Bushell was honoured by the CIPA with a national fellowship, making him one of only two people elected in Canada last year.

In 1998, Bushell was the only CA appointed by then Minister of Finance Joy MacPhail to a provincial committee to study ways in which government can cut red tape for businesses.

He has lectured and taught extensively on matters relating to the Bankruptcy and Insolvency Act, distress share financing, and creditor monitoring to many groups, including the Law Society of BC, the Canadian Bankers Association, UBC, and many banks and law firms.

At the provincial Institute, Bushell has served on a variety of committees including the Standards Appeals Board and several discipline tribunals. He has also volunteered his services to his church as an auditor, and has provided a considerable amount of time to Mt. Washington Ski Resort on Vancouver Island for the resort's disabled skier program.

"It's nice to know you're doing a good job and I've been fortunate to get that kind of feedback from clients over the years," Bushell says. "But receiving my FCA is a special honour because it is recognition from one's peers."

MICHAEL FRANCIS, FCA

Another new FCA and native of Vancouver, Michael Francis, FCA, also attended UBC. He articled with Touche Ross & Company (now Deloitte & Touche) and became a CA in 1966. As a partner of Deloitte Haskins and Sells, he specialized in business reorganizations as well as heading up the personnel department. Currently the president of Seed Management Inc., a company specializing in investments at the earliest stage of technology companies' development, Francis has had a long career in both public practice and industry, and has contributed to the community in many significant roles.

During the 198os, Francis was chair of the Vancouver Centennial Commission and the Vancouver Playhouse. He also served on the Vancouver Art Gallery Board and chaired the Vancouver City Council's Committee on the Arts. In 1993, Francis received recognition from the federal government for his contribution to the arts in the form of a medal created to commemorate the 125th anniversary of Canada.

He was a director of Western International Communications Ltd. when WIC was Canada's largest private broadcaster.

Francis became the chair of the Vancouver International Film Festival in 1987 and continues in that role today. In 1991, he was asked to chair BC Film, a provincial funding agency, and, in 2000, was presented with an outstanding achievement award by the Western Academy for his contribution to film and television.

He has also chaired the board of Science World, the BC Trade Development Corporation, and is currently chair of the BC Ferry Corporation.

DEREK FRYER, FCA

Pronouncing himself "delighted" with his FCA nomination, Derek Fryer, FCA, is regarded as one of Canada's foremost experts in tax and estate planning in the agricultural sector. A partner with KPMG LLP in the firm's Chilliwack office, Fryer is a native of Shawford, Hampshire in England, and qualified as a CA in the UK in 1965.

Fryer moved to Ontario in 1966 and worked with the national tax group of Clarkson, Gordon, Chartered Accountants (now Ernst & Young) in Toronto before coming to BC in 1981.

In the development of his expertise, Fryer has worked closely with senior farm management specialists in the BC Ministry of Agriculture, Fisheries and Food and has acted as a consultant to lawyers and accountants throughout the province. In addition to serving on the Institute's Taxation Committee in the ig8os, he has written extensively on his area of specialty and has toured the province on behalf of the Ministry presenting a half-day seminar "BC Farm Update"to members of the legal, accounting, and farm management communities.

In addition to his professional accomplishments, Fryer has been very active in the community as a coach in minor soccer for many years, as both past president and treasurer of the Kiwanis Club of Sardis, and as a member of the Board of the Chilliwack General Hospital for six years. For several years, he was also the Chilliwack Area Coordinator for the BC Special Olympics.

BARRY MOTTERSHEAD, FCA

Institute Director of Member Services Barry Mottershead, FCA, has served the CA profession personally and professionally for many years. He obtained his designation in 1967 after articling with the Okanagan firm of Rutherford Bazett & Co., Chartered Accountants, and stayed with the firm as a manager, then partner until 1985. During that same period, he also did a stint with Coopers & Lybrand (now PricewaterhouseCoopers LLP) in Hamilton, Bermuda, from 1968 to 1970. He joined the ICABC in 1986 as the professional standards advisor.

Mottershead has contributed to the CA profession in this province in a number of ways, including his time as director of Practice Review & Licencing, from 1989 to 1995, when he enhanced the program's focus on educational and remedial action. Nationally, he has worked closely with the Harmonization Committee and the ICABC Bylaws Committee to implement coordination efforts. He also served as the CICA representative on the regulatory committee of the Financial Planners Standards Council.

On the provincial front, Mottershead piloted CA Act amendments through the provincial government's bureaucracy and organized the Institute's review of the draft BC Company Act. He also set up a members' services program which identifies specific ways for members to reduce costs, and served as an instructor for a mandatory professional development course on rules and standards.

In the community, he has been active as a Boy Scout Leader and as a director of the Penticton Chamber of Commerce, the Penticton Kinsman Club, the Penticton Art Gallery, the K-40 Club of Penticton, and the Rotary Club of Penticton. Since 1996, he has been very involved in the BC Lupus Society and Lupus Canada, and for the last two years has been president of the BC organization.

"President Chuck Chandler really caught me by surprise when he let me know the news," Mottershead says. " What an unexpected honour to be recognized by my peers in this way."

RICHARD REES, FCA

Appointed Chief

Executive Officer of the ICABC in July of 1999, Richard Rees, FCA, came to the Institute after almost a decade as CEO/Executive Director of the Heart & Stroke Foundation of BC & Yukon. During his tenure with the Heart & Stroke Foundation, he spearheaded a period of significant revenue growth, raising over $ioo million for research and health promotion programs. In 1996, The Financial Post named Rees as one of Canada's "Top 40 Under 40."

An honours graduate of the London School of Economics, Rees began his career in the UK, obtaining his CA designation in 1976 in London while with Deloitte Haskins & Sells (now Deloitte & Touche). He transferred with the firm to Vancouver in 1981 and almost immediately was seconded to the BC Rapid Transit Project. He continued to work for Deloitte's as a management consultant until 1988.

Prior to joining the Institute staff, Rees was very active in the organization's Professional Development Program, authoring and teaching courses on management and information technology. He also worked with the Institute's MLA Contact Program and on the CICA's Criteria of Control-External Reporting Task Force.

In the community, Rees has been president of Family Services of the North Shore and national treasurer for Family Services Canada. He is a member of the Rotary Club of Vancouver Sunrise, has been a leader with the Third West Vancouver Scout Troop, and has coached minor soccer.

R. L. (DICK) RICHARDs, FCA

R. L. (Dick) Richards, FCA, is the senior vice president of Real Estate Management Services of Colliers Macaulay Nicolls Inc. in Vancouver. He is a 1960 graduate of UBC's commerce department. After articling with Touche Ross (now Deloitte & Touche), he obtained his CA designation in 1964 and was the BC Gold Medallist that year. Shortly thereafter, he joined MacKenzie Management Ltd., a property development and management firm, where he became president. The company was sold to Colliers in 1992, and Richards moved into his current position.

Richards has been active at the Institute and in other professional associations. He served on the ICABC's Taxation and Finance Committees in the 197os, and was president of the Real Estate Board of Greater Vancouver in 1976, president of the BC Real Estate Association in 1977, and a director of the Canadian Real Estate Association from 1978 to 1981. He was also president of The Vancouver Club in 1997 and served as a director for Redekop Properties Inc. and Immune Network Research, as well as on the BC Advisory Board for Central Guaranty Trust from 1970 to 1985.

Richards has given tremendous time and effort to community organizations. He has been a director of The Nature Trust of BC since 1994 and its chairman since 1999. He began working as a director of World Vision Canada in 1988 and was chairman from 1996 to 1999. This led to Richards' involvement with World Vision International, the largest independent relief agency in the world, where he has been on the Executive Committee since 1996 and Secretary of the Board since 1998. In this capacity, he spends about six weeks per year traveling on behalf of the organization.

He has also been involved with Regent College and the college's foundation in Vancouver as a governor and chairman, and with the Order of St. John of Jerusalem, Knights Hospitaller. Recently, Richards was appointed by the Ministry of Fisheries and Oceans to be a trustee of the Lisims Fisheries Conservation Trust created pursuant to the Nisga'a Final Agreement. He has also contributed his time and skills to the Vancouver Symphony Society and the Granville Chapel.

"I was astounded and humbled to be named an FCA," Richards says. 'And I was delighted to learn that Mike Francis, a valued junior during our articling days, will celebrate getting his FCA along with me."

JOHN SMILEY, FCA

" I was surprised, thrilled, and honoured to be in such company," was how John Smiley FCA, managing partner of Wolrige Mahon, Chartered Accountants, explained his reaction.

Smiley graduated from UBC with an undergraduate degree in commerce in 1974 and received his CA designation in 1976. He's been with Wolrige Mahon since his articling days and became a partner in 1982. In 1994, he was elected managing partner.

Smiley has served on a variety of committees and task forces at the ICABC, including Student Recruitment, Finance, Form N (Legal Trust Audit) Subcommittee, Practice Review and Licensing, the Vancouver Stock Exchange Liaison Subcommittee, and the CICA Big GAAP-- Little GAAP Committee. He was also chair of the Fee Resolution Subcommittee from 1991 to 1993.

In the community, Smiley coached little league baseball for over 15 years and also served as a treasurer of the North Vancouver Highlands Little League. He coached and managed youth soccer on the North Shore from 1979 to 1994. He was also director and treasurer of the Vancouver Curling Club for six years and, during this time, was an active participant in Pacific Coast Curling Association events. For six years, Smiley was also a director and treasurer of the John Howard Society. For the past seven years, he has been a director and Chairman of the Sunny Hill Foundation for Children, organizing events such as the NHL Old-- timers Celebrity Golf Classic to raise funds for the organizations Kids in Action program.

Smiley has taken a leadership role in his firm's staff and client education matters, offering seminars on topics as varied as insurance and ethics, and representing the firm and the CA profession with the media and in the business community He has also given a series of lectures to the Architectural Institute of BC, offering incorporation and business advice specific to architects.

FRED YADA, FCA

A partner in the Vancouver office of Ernst & Young LLP, Fred Yada, FCA, has carved out a unique clientele and expertise in financial management in the entertainment industry.

A native of Vancouver and a 1967 UBC graduate, Yada became a CA in 1971 after articling at BDO Dunwoody. In 1975, he and two other managers established their own CA practice which later emerged as Yada Tompkins Humphries Palmer & Co., a seven-- partner, 54-staff practice in Yaletown. In 1990, the firm merged with Ernst & Young (then Clarkson Gordon, Chartered Accountants).

Yada's love of music and performance led to his current standing as one of the leading tax and accounting experts in the music industry in Canada and internationally. His client list includes Sarah McLachlan, Bryan Adams, k.d. lang, Raffi, Randy Bachman, and 54.40. He has done special work for Sting, Roger Waters, and The Barenaked Ladies. He points out that he works with certain clients as a"business manager - quite a common role in the US, but not in Canada - handling all aspects of their financial management, from tax, accounting, estate planning, and investments, to daily business operations and personal assistance." He is currently a director and treasurer of the Pacific Music Industry Association.

Yada has been very active in Institute matters as well. He was a member of Council from 1995 to 2000, chair of the Audit Committee from 1995 to 1999, and a member of the Task Force on Public Accounting Regulation in BC from 1993 to 1995. He was also a member of the Standards Appeal Board from 1987 to 1995, a member of the Public Practice Committee over two different periods (1980-85 and again 1997-99), and chair of the Task Force to Study Incorporation of CAs and Professional Liability Insurance in 1980-81. He also served as the western provinces' representative on the CICA Professional Liability Insurance Committee.

In the community, Yada has been involved in minor hockey and baseball, managing his sons' teams for several years. He served on the Board of Governors for Vancouver Community College and Langara College from 1992 to 1994. He has also been on the Board of Family Services Vancouver from 1985 to 1991, and was instrumental in turning that organization's golf tournament into one of the community's premier fundraising events.

In his childhood, Yada and his family were removed from their Vancouver home and interned with other Japanese-- Canadians for the duration of World War II. Beginning in 1989 and continuing today, he serves on the Board of the Japanese-- Canadian Redress Foundation. He has also been a director and vice president of the Japanese-Canadian Citizens Association.

"I am quite honoured to be elected an FCA," Yada says. "It's nice to be recognized for doing a good job for the CA profession and in my own business career. It's also a nice way to begin my 'winding down' process which I hope will mean fewer clients, but more of a concentration on my music industry specialty."
