City squandered a hatful of chances after Gary Beckett had given them a 39th minute lead.
And they paid the price when underdogs Harps scored twice in the second half to record their first-ever competitive win over City in 29 games.
The Harps goals were virtually identica1. Trevor Scanlon directed his 52nd minute free kick from the half-way line towards the centre of the City defence. David Dowling headed the ball on to the in- rushing Sammy Johnston who slammed it past keeper Tony O'Dowd from five yards.
With just seven minutes of the game remaining, Harps were again awarded a free kick on the half-way line.
Scanlon fired the ball into the City penalty area where it was again flicked on by Dowling . . . only this time Johnston stooped low to head the ball into the net.
