Fraud suspect now charged with evading child support

Green Bay, Wis. A former building contractor already accused of fraud, theft and bail- jumping faces six new charges in Brown County for allegedly failing to pay child support.

A preliminary hearing is scheduled Feb. 22 for Doug Pape, 44, on the six counts of criminal non-support filed this week. Special prosecutor Marc Hammer said Pape owed $37,408 in child support payments.

A jury trial is scheduled March 6 on the other charges, which date to the late 1980s and 1990. Among them:

Three counts of theft by contractor and one count of theft by fraud. According to a criminal complaint, Pape, while doing business as Midwest Builders, took money from customers for construction work and then failed to pay subcontractors and suppliers.

One count of welfare fraud for allegedly accepting $1,231.50 in welfare benefits while failing to report he owned a 1-year-old Pontiac Firebird.

Two counts of bail-jumping. In one instance, he allegedly posted $3,000 cash bond and persuaded an employer to put up the remaining $22,000, then fled.

He remained held after his court appearance Monday.
