January challenge, The

Young, Doug

By now, you should be aware of General Ryan's "January Challenge." A close look at monthly flight mishap rates for the Air Force, especially in the 1990's, uncovers some troublesome trends. January stands out as the month with the highest Class A mishap rate, as well as the largest rate increase from any previous month. Therefore, the "January Challenge" urges us to be aware of these trends and take proactive steps to prevent mishaps.

AMC does not, typically, stand down during the holidays - our missions continue at a hectic pace. But while AMC's mishap rates do not fully reflect the AF trend, we do face multiple challenges, many unique to our global mission. We encounter changing ICAO requirements, new modifications and equipment, declining experience levels and, of course, high operations tempo. Keeping this in mind, realize we are not immune to post-holiday letdown (which can lead to complacency). According to the mishap review, poor judgment, distraction and inadequate preparation were the primary causes of the rising January flight mishap rates.

How can we keep from being overwhelmed by these challenges? An effective seasonal risk assessment, coupled with a sound ORM program will help identify and overcome AMC's post-holiday season hazards. Be prepared for winter weather. Try to identify hidden pitfalls in your processes right where you work. If you find a potential problem, say something. Talk to your AC, supervisor, flight CC, or Ops officer. Don't accept the situation - try to fix it.

This campaign is meant to identify problems with the Air Force's worst mishap month and work to decrease the mishap rate. Make it your goal to help your unit experience a mishap-free month. This January, let's work toward a strong start in 1999. Pad everything you do with caution and good risk management. Realize that the greatest risk of a mishap is staring at you in the mirror every morning. FLY SAFE!
