Franklin acts on smuggling

Franklin The Common Council Tuesday adopted an ordinance barring the unauthorized delivery of items to Milwaukee County House of Correction inmates.
Police have observed attempts to deliver items to House of Correction prisoners, officials said.
City Atty. Jesse Wesolowski said Franklin police at least once had seen someone throw an object over the fence to an inmate.
Such deliveries can now be prosecuted as local ordinance violations.
The ordinance, which was requested by Franklin police, mirrors a state law affecting visitors and staff in state correctional facilities.
State law prohibits visitors and staff from "delivery . . . or receipt of any article" to or from inmates in state prisons.
Since the House of Correction in Franklin is not a state prison, the state law does not apply.
The Common Council also adopted an ordinance prohibiting minors from possessing pepper spray. The measure was requested by Franklin police as an additional enforcement tool to supplement a similar state law.
