Larry GonzalesWe recently concluded a Utilization and Training Workshop (U&TW) at our schoolhouse at Keesler AFB. The purpose of a U&TW is for the senior enlisted leaders of a career-field to get together, review the current Career Field Education and Training Plan (CFETP), the courses being conducted at the schoolhouse, career development courses (CDC), and other training initiatives across the career-field. In other words, we look at training from cradle to grave.
These workshops are always very challenging because the lead time to make any changes to courses is fairly long. It takes between 12-15 months before any major changes can be implemented in the schoolhouse in-resident courses or to CDCs. What the Chiefs have to do is look into the future to try to determine what adjustments would best prepare our enlisted personnel for the roles they'll be filling anywhere from 2-5 years from now. This generates much discussion and long days.
Among the significant changes we made at the U&TW are: changes to the number of functional areas required for skill-level upgrade; introduction to the FM role in the Air Expeditionary construct; fiscal law and public speaking into the 3-skill level course; and reduced training on many of the military pay processes we expect will become web-enabled in the next few years. There are numerous minor changes to many of the courses.
One other document we review at the U&TW is attachment 37 to AFI36-2108. This attachment is the official description of the FM enlisted career-field and it contains the mandatory requirements for entry and retention of the FM enlisted AFSC. We made very minor changes to this document, basically leaving it intact. Once again, the group affirmed a long-standing requirement in the AFI that prohibits anyone who has been convicted or received non-judicial punishment for acts of larceny, robbery, wrongful appropriation, or burglary from holding an FM AFSC.
I mention this fact because even though this requirement has existed as far back as I can remember, I regularly hear of cases where people are unaware of this rule. Enforcement is a unit commander's responsibility and superintendents are responsible for making sure commanders are aware of the mandatory rules. If an individual receives non-judicial punishment under Articles 121,122, 129, or 132 of the UCMJ, action must be taken to remove the FM AFSC.
