Ignoring promises of reform by president-elect Vicente Fox, the Clinton administration filed a World Trade Organization grievance against Mexico for allegedly failing to open its $12 billion telecommunications market. The decision is a victory for AT&T and WorldCom, whose Mexican affiliates have struggled for years to compete with Telmex, the state-run monopoly.
