By-law amendment
The following by-law amendment will be presented to the membership for approval during the September 17 business meeting in Portland, Oregon:
Article IV: Committees, section C currently says, "The site selection committee shall be composed of one at-large member of the board of directors as chairman plus the vice president and two candidates for secretary"
Proposed amendment to Article IV: Committees, section C, "The site selection committee shall be composed of the vice president as chairman, the secretary and one at-large member of the board of directors appointed by the president."
Explanation: The Site Selection Committee solicits and accepts future convention bids and recommends a site to members at the annual meeting, in accordance with NCEW by-laws. When the committee was formed years ago, the secretary-elect would be president for the convention site selected at the same year's annual meeting. The candidates were placed on the committee to give the future president (one of the two candidates) a voice in recommending a site for his or her presidential year. In 2002, NCEW changed the site-selection policy to seek bids three years in advance. Under the new process, the current secretary would be president three years out. This change would provide the secretary a voice in recommending the site for his or her presidential year.
Also the change creates a three-member committee (odd number) rather than a four-member panel (even number), which precludes a tie vote.
