When Margaret Thatcher met Chinese leader Deng Xiaoping in 1996 to discuss the future of Hong Kong, negotiations were going badly. "Look, I could walk in and take the whole lot this afternoon" Deng threatened.

"Yes," replied Thatcher, "There is nothing I could do to stop you. But the eyes of the world would now know what China is like." Deng got the message and backed off.

Bush just doesn't get it.
