摘要:This paper deals with the relevance of strategic planning
in public administration, specially the importance of the human
element of administrative systems conceived from that point of
view. The potential of balanced scorecard use is emphasized as a
strategic management tool, calling to the attention of the necessity
of adaptation of points of view related to the original model to the
state public reality. This work approaches some strategies such
as users and taxpayers, structure, processes and people with a
special emphasis on the last one. In this context policies and
personal dealings deficiencies are pointed out, stressing the
possibility of both cultural and conceptual changes with noticeable
results in the management performance of public organizations.
