摘要：The uprising of public access with the TIC has seen the birth of new mediation practices. From a study based on this particular research field, and analysis of various issues, an online tool integrating observation, analysis, and responses to emerging needs has been developed. The conception of such device had to considerate notions of formation, competence, networks and usage of the ressources for specific matters.
