摘要：Western developed countries, whom France, have to face low labour costs and whatever is applied to
organisation or territory, the competitive intelligence process must be engaged by public and private
structure and, if possible, altogether in order to push and maintain an innovative cycle into their
organisation or space. The aim of this article is to underline, how this result is depending on right
formal information managed by information system in case of a topic qualified of strategic.
