摘要：The present work discusses the fundamental of the neoclassical theory related to the environment and, particularly, the problems linked to the aggregation of individual preferences within the traditional Cost/Benefit analysis; the shadow price method, for instance. It is also discussed the welfare function development, taking into account the new sustainable development approach, related to shadow pricing different methods such as OECD, United Nations Industrial Development Organization [ONUDI] and World Bank. To sum up a critical analysis of the whole subject is presented, along with some suggestions to include the environmental affairs within the project analysis domain. It proposes the participation of all social actors involved in the programming and selection of public projects.
