摘要：The growing demand for water resources has very often created conflicts among water users. Despite the water abundance in Brazil, the country has an unequal internal distribution. Such differences are source of disputes, which alters the water value and scarcity perceptions. Hence, the federal government and the Brazilian states have tried to reorganize the institutions and redefine the property right on water usage. However, is this process homogeneous? This paper intends to identify the influence of water scarcity on the state level over the institutional change rate. For this objective, it is compared state data, relating the water availability changes per capita to the moment when the state low is proposed. This is done through a simple linear regression technique. The proposed relationship is successfully showed. The lower water resource disputes, the lower is the tendency towards a wide and complex water management system. This is done either regulating specific themes or motivating the formation of river bays committees. The fundamental theoretical contribution of this paper for the organization literature is to raise the existent relationship between resource scarcity and the institutional change towards a more rational usage.
