摘要:During the Fox administration, Mexico confronted diplomatic crises with Cuba, Argentina and Venezuela. The root cause was a change in the orientation of its foreign policy and the closer relationship with the United States, but the decision-making process also contributed: the Mexican government concentrated the management of the crises in the hands of a limited number of functionaries and offered imprudent public declarations. As Fox’s term of office came to an end, the dispute with Argentina appeared to have been solved and the tension with Cuba had diminished. However, Venezuela withdrew from the G-3 Agreement and its relations with Mexico are at an all-time low.
