摘要:Since the 19th century, Bolivia has been a paradigmatic case of a country racked by disputes between its political elites over the objectives of national development, disputes which have generated frustrations time and again. Today, the Evo Morales government has a good chance to exorcise this inherited curse as it counts on a solid social support and its gas resources. But, in order to do so, it must develop its capacities in the international arena, increasingly important because of Bolivia’s strategic place in the heart of the continent, straddling a key route between the two oceans.
