摘要:The topic and its problem are formulated clearly. In fact, it has already been formulated in this way 15 years ago. And if we look closely for the starting point of this problem we should unavoidably remember the well-known 1946 telegram by Goerge Kennan that deliberated on how the Soviet Union, and in essence, Russia, should be treated. Then Kennan said that it is impossible to be on friendly terms with Russia or even to set up a strategic partnership with it. However, he neither spoke in favour of confrontation. And we know that as a result the famous containment doctrine was born. Depending on the historical specifics this doctri-ne used to take on different forms. It included tough, nearly idealistic pressure based on ideological and nuclear blackmail, as well as more moderate balancing that manifested itself by détente euphorias and Europe-USSR economic co-ope-ration which ostensibly did not involve politics.
