摘要：The paper discusses the role and importance of local development in local
management of five districts of Regi¨(R)n de La Araucan¨aa,hile. The analysis is a
mixture of centralized and bureaucratic elements, and endogenous factors closer to
district situation. It is a transition from administrative to district practices, which promote
and facilitate local development.
