摘要:This article presents a historical overview of bilingual education in the
United States and how the way it is understood has changed over the years. The article
deals with the different policies and legislation that have regulated the use of languages
other than English within both the public and the private educational systems in the U.S.
Public policies that address second language learners and the development of ESL
programs are also discussed. In the article, the historical overview covers different
moments in American history and how they affected the policies that guide second
language use in the school system (e.g. massive immigration waves, the Sputnik, the
Civil Rights Movement and, more recently, the No Child Left Behind Act). The article
focuses on the advantages of living in a multilingual multicultural society, on how the public school system can benefit from it, and on how teachers and administrators should
address linguistic and cultural diversity both in and outside the classroom.
