摘要:Poor road maintenanceis a major causeo f highway capacityr eduction,a n increaseo f travel time
and accidents,a nd so on. The Bangkok Highway Bureau is selecteda s a study areat o researchi nto
improvementsi n ride quality. The ContingentV aluation Method (CVM) is usedt o elicit road user
preferencese xpressedi n terms of Willingness to Pay (WTP) and Willingness to Accept (WTA)'

the study showedt hat they arew illing to sacrificet heir resourcesto improvet heir standardo f living. It
is now up to the government to appropriately respond to this demand in the most efficient and
effective way.
This researchfo cuseso n the developmenot f benefite stimationm odelsf or the pavementn etworklevel
application. An estimation of user benefits helps engineers schedule the proper maintenance
activities at the proper time. The regression models are developed based on the benefit estimation
(WTP and WTA bids) and International Roughness Index (IRI). Benefits derived frorn CVM are
sensitive to road users comparing there benefits with Vehicle Operating Cost (VOC). VOC estimates
the benefitso n the disaggregatele vel, which excludest he total delay costs,t otal accidentc osts,a nd
otheri ndirectb enefitsw hen the total benefitsc anb e capturedb y CVM.
