摘要:The enactment of legal rules under the third pillar of the
Treaty on European Union (EUT), entitled “Provisions on
Police and Judicial Cooperation in Criminal Matters” (PJC),
is a rather new phenomenon in the European Union. Only
after the entry into force of the Amsterdam Treaty in 1999,2
which radically reformed the third pillar, the PJC reached its
actual legal force.3 Especially, the rather pure intergovernmental
form of co-operation, as established by the Maastricht
Treaty, had been replaced.4
