摘要：Globalization has led to substantial economic progress among rich and poor countries alike and may be the principal mechanism for the international convergence of living standards. The fortunes of political communities and peoples can no longer be simply understood in exclusively national or territorial terms. Globalizers among low-income countries have fared badly because they have not yet reached the minimum development threshold to benefit from international openness.
